SAN BERNARDINO <br />June 1, 2011 <br />Mr. David Biondolillo, Project Manager <br />City of Santa Ana <br />Department of Public Works <br />20 Civic Center, M-21 <br />Santa Ana, CA 92701 <br />RE: Proposal for Santa Ana -Garden Grove Fixed Guideway Project Pre -Preliminary Engineering Analysis (RFP 11-025) <br />Dear Mr. Biondolillo: <br />Over the last 18 months, Cordoba Corporation and our subconsultant partners have been working with the cities of Santa <br />Ana and Garden Grove, and the Orange County Transportation Authority (OCTA) on the Santa Ana and Garden Grove c� <br />Fixed Guideway Corridor Study. Over the next several months, we will be distributing a draft Environmental Impact Report <br />(DEIR) and Environmental Assessment (EA) for public review, completing the Alternatives Analysis for the project, and <br />working with the cities to adopt a Locally Preferred Alternative for approval by OCTA's Board of Directors. Concurrent with <br />this process, the project is embarking on an all-important undertaking towards its successful implementation, preparation <br />of a Federal Transit Administration (FTA) Section 5309 Grant Application to become eligible to receive federal funding for <br />the project. <br />Cordoba Corporation is pleased to submit this proposal to once again support the City of Santa Ana and their partner <br />agencies in moving this important project forward. In addition to key members of the current Cordoba Fixed Guideway <br />Corridor Study team, and in recognition of the emphasis on the preparation of the materials for a federal Small Starts grant <br />application, Cordoba has joined forces with Shiels Obletz Johnsen Inc., Leon Skiles, JPC Consulting and E.D. Hovee and <br />Company. This SOJ-led team, which also included URS, prepared the successful Federal Small Starts application for the <br />Portland Streetcar Loop project. To date, the Portland Streetcar Loop is the only streetcar project in the U.S. to receive an <br />FTA New or Small Starts grant. <br />We believe this is a powerful team that offers the City the following benefits: strong working relationships with Santa Ana, <br />Garden Grove and OCTA; intimate knowledge of the Fixed Guideway Corridor project, the local environment and the <br />community; deep understanding of, and respect for the public agency sponsors' relationships; and, most importantly, <br />demonstrated success at achieving the desired objective of obtaining an FTA Small Starts Grant for the project. <br />This proposal is a firm offer to contract with the City of. Santa Ana to perform work according to the terms of the RFP. This <br />offer will be binding for a minimum of ninety (90) days from the date of submission. The Project Manager and key <br />personnel identified in this proposal will be available to the extent proposed for the duration of the project and shall not be <br />removed or replaced without the prior written approval of the City. <br />2677 N.
