A. General Guidelines. <br />1. Temporary Upgrade Assignments shall be limited to the temporary filling of <br />vacant, full-time, budgeted positions due to the termination, promotion or <br />authorized long-term absence of the incumbent. A temporarily vacant position <br />need not be a position without an incumbent. <br />2. Each such assignment may be terminated at any time, but in no event shall such <br />assignment continue beyond one hundred eighty (180) days of such assignment. <br />3. Prior to recommending to the City Manager that a pay differential for a <br />Temporary Upgrade Assignment be granted, the Department Head shall make the <br />following determinations: <br />a. The duties and responsibilities of the position to be filled are of such <br />nature that they cannot remain unassigned pending the return to duty of <br />the absent incumbent or preparation of an eligible list whichever is <br />applicable. <br />b. It is not practical to assign the duties of the vacant position to any other <br />employee or employees in the same or higher classification. <br />4. The City Manager or his designee must give written approval of all Temporary <br />Upgrade Assignments involving an increase in pay for the appointee. <br />B. Eligibility. <br />1. With the exception of those described in paragraph 3 below, regular, Part Time <br />Civil Service employees shall receive Temporary Upgrade Assignment Pay if the <br />following criteria are met: <br />a. The work assumed encompasses the majority of the typical duties and <br />responsibilities of the vacated position. <br />b. Employees must serve ten (10) consecutively scheduled working days of six <br />(6) hours in an acting capacity to qualify for assignment pay. <br />c. Normally granted holidays will be included in computing actual duty days. <br />2. Whenever practicable, the appointing authority shall rotate Temporary Upgrade <br />Assignments among all qualified employees. <br />3. Employees in the following categories shall not be assigned to Temporary <br />Upgrade work unless specifically authorized by the City Manager: <br />a. Non-permanent employees (Probationary, Part-time, Seasonal, etc.). <br />b. Employees performing work above their regular class in a training capacity. <br />12 <br />25A-14
