other municipal political matters. <br />B. Material posted shall not be derogatory to the City, City employees or other <br />employee organizations. <br />C. All materials shall be dated, identify the Union and bear the signature of the <br />authorized representative(s) of the Union responsible for their issuance. <br />D. The City reserves the right to determine what reasonable portion of employee <br />bulletin boards are to be allocated to Union materials. <br />E. If the Union does not abide by these provisions, it will forfeit its right to have <br />materials posted on the City's employee bulletin boards. <br />F. The Union shall not be permitted to post any material that is prohibited by State <br />law or the City Charter. <br />18.5 Use of City Facilities. The City shall allow the Union to conduct meetings in the City's <br />public meeting rooms during non-working hours provided such meetings are scheduled in <br />accordance with regulations governing the use of public meeting rooms at City facilities; <br />provided, however, the Union shall not be permitted to use City facilities to discuss or <br />present any matter that is prohibited by State law or the City Charter. <br />ARTICLE XIX <br />19.0 DUES DEDUCTION & INDEMNIFICATION <br />19.1 Dues Deduction. The City shall deduct dues, on a regular basis, from the pay of all <br />employees recognized to be represented by the Union, who voluntarily authorize such <br />deduction, in writing, on a form to be provided for this purpose by the City. The City <br />shall remit such funds to the Union within thirty (30) calendar days following their <br />deduction. <br />19.2 Agency Shop. <br />A. All employees represented by the Santa Ana City Employees, <br />Chapter I 939/Service Employees International Union Local 721, AFL-CIO, shall, <br />as a condition of continuing employment become and remain members of the <br />Union or shall pay to the Union a service fee in lieu thereof. <br />B. Any employee hired by the City subject to this Memorandum of Understanding <br />shall be provided, through the Personnel Services Department, with an <br />authorization form for the deduction of Union dues. Said employee shall have <br />thirty (30) working days following the initial date of employment to fully execute <br />the authorization form of his or her choice and return said form to the <br />Agency/Department payroll section. <br />The effective date of Union dues, service deductions or charitable contribution for <br />34 <br />25A-36
