C. Procedure. <br />1. Upon receipt of a valid request for donations from an eligible employee, <br />the Department Head or his or her designee shall post a notice of the <br />eligible employee's need for donations on bulletin boards accessible to <br />employees. No confidential medical information shall be included in the <br />posted notice. <br />2. Employees wishing to donate time to an eligible employee must sign his <br />or her authorization of the transfer of such donated time and provide: <br />a. His or her name, department name, and employee number; <br />b. The number of hours of compensatory or vacation time of the <br />donation within the limitations of Section A, subparagraph 3 <br />above; <br />C. The name, department and employee number of the recipient; <br />d. A statement indicating that the donor understands such donation of <br />time is irrevocable. <br />3. At the close of the two (2) week donation period, the department shall <br />verify that each donating employee has accrued vacation and/or <br />compensatory time balances sufficient to cover the designated donation. <br />4. The department shall submit all approved donation authorizations for an <br />eligible employee at one time for processing. No donation authorizations <br />for the eligible employee will be processed after this period. However, <br />employees who receive donations under this procedure and who exhaust <br />all donated hours may request an additional donation period subject to the <br />provisions of Section A, herein. <br />5. The City shall add the donated time to the recipient's sick leave account. <br />In no event shall the total time credited to an employee's sick leave <br />balance exceed 200 hours, pursuant to Article X, Section 10.1.D. <br />23.4 Full Time Eligible Lists. Part Time Civil Service employees, upon their written request, <br />shall be placed on the Full Time transfer eligible list for the classification in which they <br />are employed. Certification from that list shall be in accordance with all existing Civil <br />Service rules. <br />23.5 Joint Labor-Management Teams. The City and the Union agree to form Joint Labor- <br />Management teams for the purpose of exploring issues of mutual concern. Each team <br />shall be comprised of an equal number of labor and management employees and shall be <br />chaired by the Executive Director of Personnel Services or his/her designee. In no case <br />shall the activity of a team create a delay or hindrance to the ongoing operation of the <br />City.
