Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a Resolution revising the starting times and the order of <br />business of regular City Council meetings. <br />DISCUSSION <br />On February 4, 2008, the City Council adopted Resolution No. <br />2008-010 establishing rules and procedures for meetings of the <br />City Council. <br />Prior to adopting this resolution, an Ad Hoc Council Committee <br />reviewed Council meeting formats in several local jurisdictions <br />throughout Orange County and throughout the state, looking at <br />various alternatives for improving the conduct of City Council <br />meetings. <br />The attached resolution further revises the rules, while fully <br />complying with the requirements of the Ralph M. Brown Act and the <br />City Charter. It provides the Council with more flexibility in <br />conducting its regular Council meetings by streamlining some <br />procedures for public comment in compliance with state law while <br />continuing to ensure that the business of the city is carried out <br />effectively. The resolution also removes the requirement that <br />all Council sessions other than closed or executive sessions <br />begin at 6:00 P.M. The meeting time must still be listed on the <br />Agenda, as required by the Brown Act, however the stated time <br />will allow the Council to begin the regular meeting a little <br />55B-1
