TLJ (9/6/11) <br />RESOLUTION NO. 2011-061 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER, AND <br />THE CHIEF OF POLICE OR HIS DESIGNEE(S) TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF <br />CALIFORNIA EMERGENCY MANAGEMENT AGENCY <br />FOR THE FY2011 URBAN AREA SECURITY INITIATIVE <br />FUNDING PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The United States Department of Homeland Security has developed the <br />Urban Area Security Initiative funding program (UASI). UASI provides <br />funds to local emergency first responders to enhance security and <br />preparedness to prevent, respond to, and recover from acts of terrorism <br />by providing funding for equipment, planning, training, exercises and <br />technical assistance. <br />B. In FY 2006 the United States Department of Homeland Security combined <br />the Anaheim UASI with the Santa Ana UASI into a single Urban Area with <br />the City of Santa Ana as the designated Urban Area Core City and <br />provided for shared administrative responsibilities with the City of <br />Anaheim. In FY 2011 the City of Santa Ana is the administrative agency. <br />C. The City of Santa Ana has been awarded funding from the California <br />Emergency Management Agency for the fiscal year 2011 UASI in the <br />amount of $7,421,142. <br />Section 2. The City Council of the City of Santa Ana hereby authorizes and <br />directs the City Manager and the Chief of Police or his designee(s) to enter into an <br />agreement with the State of California Emergency Management Agency for the FY 2011 <br />Urban Area Security Initiative funding program in the amount of $7,421,142. <br />Section 3. The City Council of the City of Santa Ana hereby authorizes and <br />directs the City Attorney's Office to prepare and authorize the Chief of Police and the <br />Clerk of the Council to enter into reimbursement agreements for equipment, services, or <br />training with the County of Orange or any of the cities located in the designated <br />Anaheim/Santa Ana Urban Area. <br />Resolution No. 2011-061 <br />Page 1 of 3
