Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Appoint Gilbert Davila, Director of Organizing for the United Food and Commercial Workers, as a <br />labor representative on the Santa Ana Workforce Investment Board. <br />WORKFORCE INVESMENT BOARD RECOMMENDATION <br />At its regular meeting of September 9, 2011, by a vote of 19:0 (Carter, Didion, Elliott, Everett, <br />Gonzalez, Jimenez-Hami, Knitter, Korthuis, Lin, Lewis, Nazeri, Ruiz absent), the Workforce <br />Investment Board recommended that the City Council appoint Gilbert Davila, Director of <br />Organizing for the United Food and Commercial Workers, as a labor representative on the Santa <br />Ana Workforce Investment Board. <br />DISCUSSION <br />On March 6, 2000, the City Council adopted a resolution establishing the Santa Ana Workforce <br />Investment Board (WIB) and appointed 35 members. In accordance with federal legislation, a <br />majority of the Board members and the Board Chair must come from the private sector. The <br />remaining Board members represent education, non-profit organizations, one-stop mandated <br />partners and local labor organizations. <br />Currently, the WIB has one labor representative seat vacant due to the resignation of Ernesto <br />Medrano. The Orange County Labor Federation is the only labor organization authorized to <br />nominate labor representatives locally and has submitted a nomination letter for Mr. Davila, along <br />with a resume which highlights his qualifications, noted as Exhibit 1. <br />19D-1
