Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the <br />Operator Memorandum of Understanding <br />comprehensive One-Stop Operator for Program <br />Council to execute an extension of the One-Stop <br />with the Santa Ana W/O/R/K Center as the <br />Year 2011-2012. <br />WORKFORCE INVESMENT BOARD RECOMMENDATION <br />At its regular meeting of September 9, 2011, by a vote of 17:0 (Carter, Didion, Elliott, Gonzalez, <br />Jimenez-Hami, Knitter, Korthuis, Lin, Lewis, Nazeri, Ruiz absent), the Workforce Investment Board <br />recommended that the City Council approve the Santa Ana W/O/R/K Center as the <br />comprehensive One-Stop Operator for Program Year 2011-2012. <br />DISCUSSION <br />The Santa Ana W/O/R/K Center was awarded a contract in June 2001 as a comprehensive One- <br />Stop operator. A Memorandum of Understanding between the Santa Ana W/O/R/K Center and the <br />Workforce Investment Board (WIB) was approved by the WIB in January 2002. The WIB is <br />responsible for evaluating the performance of the Santa Ana W/O/R/K Center on an annual basis <br />and has recommended extending its agreement each year. <br />The federal government has not reauthorized the Workforce Investment Act which expired in <br />2003. Therefore, the authority to operate the center has been derived from a continuing resolution <br />approved by Congress each year. Due to lack of legislation reauthorizing the WIA, the State of <br />California has also continued to give the local workforce investment areas approval to continue to <br />operate each year since 2003. The WIB has chosen to follow the lead of both the state and <br />federal governments and has recommended that the Santa Ana W/O/R/K Center continue to <br />operate as a comprehensive One-Stop until such time as the WIA is reauthorized or replaced. <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />25F-1
