REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 3, 2011 <br />TITLE: <br />REAPPROVAL OF CITY COUNCIL <br />APPOINTMENTS TO OUTSIDE BOARDS <br />�r <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Reapproval of appointments to serve on outside boards by the City Council for which compensation or a <br />stipend is provided. <br />DISCUSSION <br />On or about September 23, 2011, the City became aware of a new requirement for the method of <br />appointments of City Council members to outside boards that receive a stipend and /or salary. Since at <br />least 1973, the City Council has unanimously approved the appointment of council members to serve on <br />various boards as a Consent Calendar Item. This practice is common amongst many local jurisdictions <br />and has been done without challenge. Nonetheless, in an effort to comply with a new interpretation of the <br />conflict of interest laws by the Fair Political Practices Commission, the City Council is hereby requested to <br />re- approve appointments to outside boards. <br />Attached is a list of current members that represent the City on outside boards for which compensation is <br />provided. Staff recommends that the individual council member being considered for an appointment as <br />either a representative or alternate abstain from such item and that all future appointments be placed on <br />the Regular Business Calendar of the City Council Meeting Agenda to vote on the matter separately and <br />not by unanimous consent. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />/')Maria D.
