NO. 11 -047) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s` Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Lenco Industries Inc. for two Bearcat armored vehicles in the amount not to <br />exceed $594,695. <br />DISCUSSION <br />The United States department of Homeland Security, Office of Grants and Training has developed <br />the Urban Areas Security Initiative (UASI) funding program. This initiative was designed to enhance <br />the domestic preparedness of urban areas by ensuring that all emergency first responders have <br />adequate and appropriate equipment to prevent, respond to, and recover from acts of terrorism. <br />Santa Ana has been designated as an urban Area Core City for the ninth year. The City of Santa Ana <br />has fiscal responsibility for the FY09 UASI Grant for the Anaheim /Santa Ana Urban Area which <br />encompasses the 34 jurisdictions in Orange County. <br />To increase regional collaboration in Homeland Security the Lenco Bearcat (Ballistic Engineered <br />Armored Response Courter Attack Truck) project will support the North County SWAT (NCS) and <br />West County SWAT (WCS) teams in their response to a catastrophic event in the Orange County <br />Urban Area. The NCS and WCS regional teams provide primary SWAT coverage to the Cities of <br />Brea, Fullerton, La Habra, La Palma, Placentia, Yorba Linda, California State Fullerton, Westminster, <br />Seal Beach, Cypress, Los Alamitos and Fountain Valley. This project will procure two Bearcat <br />vehicles and enable the NCS and WCS teams to safely respond to Hazardous Materials Tactical <br />Operations (HMTOC) and Weapons of Mass Destruction (WMD) tactical situations. <br />Lenco Industries Inc. is the sole source manufacturer of an armored vehicle graded to protect against <br />.50 caliber ball ammunition with counter balanced roof hatch that provides level IV ballistic protection <br />for gunners. In addition, in 2006, five Lenco Bear vehicles were purchased through UASI grant <br />funds. To maintain interoperability between the seven armored vehicles operating in the Orange <br />County Operational area, utilization of only the Lenco line with proprietary design elements ensures <br />SWAT operators the ability to operate all vehicles without any special or additional training. <br />22B -1 <br />
