Housing Authority Annual Plan and <br />Revisions to the Administrative Plan <br />April 7, 2003 <br />Page 2 <br />The Annual Plan (Exhibit 1) provides detailed information about the <br />current operations of the Housing Authority, including programs, <br />participants, services for the upcoming year, and any operational or <br />tenant concerns. The Authority is required to review its existing <br />operations and needs on a yearly basis with input from a Tenant Advisory <br />Committee comprised of Section 8 participants. The Tenant Advisory <br />Committee met on January 23, 2003 to review the Plan for fiscal year <br />2003-2004. 1n accordance with federal regulations, all comments from <br />the January 23 committee meeting have been incorporated into the Annual <br />Plan. <br />The Administrative Plan serves as supporting documentation for the <br />Annual Plan. The Authority's Administrative Plan (Exhibit 2) was last <br />revised on May 1, 2002. The Administrative Plan must be modified to <br />ensure compliance with regulatory changes made by HUD and policy and <br />procedure changes proposed to be implemented by the Authority. Some of <br />the changes included in the Plan are the policies and procedures <br />regarding criminal activity, procedures regarding owner or family debts <br />to the Housing Authority, and deletion of all references to the <br />certificate program. The changes to the Plan have been highlighted for <br />your information and review. <br />HUD regulations require a 45 -day public comment period prior to adopting <br />revisions to the Administrative Plan. On January 16, 2003 notification <br />was published that the draft plan was available for review. The public <br />comment period ended at 12:00 noon on March 4, 2003. All comments <br />received will be included in the final document submitted to HUD. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />i <br />Jo k'.
