Housing Authority Annual <br />Plan and Revisions to the <br />Administrative Plan <br />April 1, 2002 <br />Page 2 <br />of the Housing Authority's Annual Plan is to advise HUD, program <br />participants and members of the public of its mission and strategy to <br />serve the needs of very low-income families. The purpose of the <br />Administrative Plan is to describe the Authority`s policies and <br />procedures. <br />The Annual Plan (Exhibit 1} provides detailed information about the <br />current operations of the Housing Authority, including programs, <br />participants, services for the upcoming year, and any operational or <br />tenant concerns. The Authority is required to review its existing <br />operations and needs on a yearly basis with input from a Tenant Advisory <br />Board comprised ofi Section 8 participants. The Tenant Advisory Board <br />met on March 14, 2002 to review the Plan for fiscal year 2002-~-2003. As <br />per regulations, all comments from the March 14 board meeting have been <br />incorporated into the Annual Plan. <br />The Administrative Plan serves as supporting documentation for the <br />Annual Plan. The Authority's Administrative Plan (Exhibit 2) was Last <br />revised on April 3, 2000. The Administrative Plan must be revised to <br />insure compliance with regulatory changes made by HUD and policy and <br />procedure changes proposed to be implemented by the Authority. Some of <br />the changes included in the Plan are the policy and procedures regarding <br />criminal activity, procedures regarding owner or family debts to the <br />Housing Authority, and deletion of all references to the certificate <br />program. The changes to the Plan have been highlighted for your <br />information and review. <br />HUD regulations require a 45~day comment period. On February 2, 2002 <br />notification was published that the draft plan was available for .review. <br />The public comment period ended at 12:00 noon on March 19, 2002.
