r
September i9, 2011
Mr. Raul Godinez II, P.E.
Executive Director, Public Works Agency
City of Santa Ana
20 Civic Center Plaza
Santa Ana, CA 92702
Subject: Proposal to Provide Professional Engineering Services
Dear Mr. Godinez:
Interwest Consulting Group is pleased to submit our proposal to provide professional engineering
services to assist the City of Santa Ana's Public Works Agency's Engineering Services section per your
letter dated September 12, 2011. Interwest Consul#ing Group is a municipal consulting firm specializing
in providing engineering services to public agencies throughout California. Interwest Consulting Group
only serves public agency clients, typically in a staff augmentation and program management role. We
believe this commitment is important to prevent any real or perceived conflict of interest issues for our
public agency clients.
Currently, we serve over 70 California public agencies providing the following services:
? City and Traffic Engineering
? Capital Improvement Program Management
? Development Improvement Plan/Map Review and Entitlement
? Transportation Planning and Policy Development
? Neighborhood Traffic Management
? Transportation Program Management and Funding Assistance
? Real Property Acquisition
? Construction Management and Inspection
? Building and Safety
? Geographic Information System Development and Implementation
We understand municipal challenges and requirements because we've done the same work as public
employees. Many of our staff have held senior and executive management positions within public
agencies- Our staff includes five former Public Works Directors/City Engineers, four former City Traffic
Engineers, and six former Chief Building Officials.
We believe this background and experience is important since serving in the capacity of the "owner,"
especially a municipal agency with locally elected public officials, requires a high level of sensitivity
towards community and special interest group issues. Accordingly, our professional staff truly
understands and values the importance of maintaining a focus on representing the interests ?f
community stakeholders in a manner which reflects positively on the agencies we serve.
15061 SPRINGDALE STREET, SUITE 205 • HUNTINGTON BEACH, CALIFORNIA 92649
rEt.717.899.9039 • F2,x.714.899.9I46 • www_interwes[grp.com
