ATTACHMENT A 2011-DJ-BX-2532 <br />When processing an arrestee, the suspect's cellular phone often contains valuable <br />information that the officer can use to help him/her work the case. It is necessary to have <br />cellular coverage for the suspect's service provider while in the jail. <br />• Law Enforcement - Terrorism Preparedness <br />In the case of a terrorist threat or attack, the department's EOC may be activated. It is <br />imperative that all persons in the EOC have good cellular coverage during the activation <br />so that they can communicate as needed and gather the vital information needed during <br />the event. <br />Program Planning, Evaluation, and Technology - Communications <br />Backup communications are critical for a police department organization. This became <br />even more evident in late May of 2011 when all radio communication was lost. Having <br />cellular coverage for all persons within the police facility, and especially dispatchers, is <br />critical during an outage such as this. <br />Program Planning, Evaluation, and Technology - System Improvements <br />The Buena Park Police Department needs to improve upon the cellular coverage system <br />currently in place at the police facility - that being that only the Sprint network works <br />within the building. The JAG program funds will be used to install additional equipment <br />and testing so as to provide cellular coverage for all major service providers within the <br />Buena Park Police Department facility. <br />Budget and Budget Narrative: Outline how JAG funds will be used to support and implement the <br />program. Include a breakdown of costs (i.e. Personnel, Training/Travel, Equipment, Supplies, <br />Consultants/Contracts, & an Other category) <br />We have requested and received preliminary price quotes for the parts (antennas, BDA, <br />repeaters), installation, and testing. The quotes received indicate the costs of this project are <br />approximately $25,000. <br />All of the 2011 JAG program funds allocated will be spent on the one-time purchase of the <br />needed equipment, installation, and testing. The equipment should last for the life of the <br />building. There should be no future expenditures needed in order to maintain this equipment. <br />Any amount possibly needed over the amount allocated by the 2011 JAG program funds will be <br />covered by the Buena Park Police Department. <br />Timeline and/or proiect plan: Identify when the goals and objectives will be completed <br />The project goals and objectives will be implemented immediately upon approval for the JAG <br />program funds and Buena Park City Council approval to utilize the JAG program funds for the <br />expenditures as described. <br />Funding: <br />Total Allocation: $24,984 <br />PROACT Contribution: (0%) $0 <br />Administrative Fee (9%): $2,249 <br />Funds Retained by City/County: $22,735 <br />2011-DJ-BX-2532 <br />Page 10 of 38 <br />20A-18
