ATTACHMENT A 2011-DJ-BX-2532 <br />City: Garden Grove <br />The City of Garden Grove proposes to use the 2011 Justice Assistance Grant funding as follows: <br />Purpose Areas: <br />Law Enforcement; Corrections and Community Corrections <br />Program Narrative: <br />The Police Department will use 2011 JAG funds to pay a portion of its jail services contract. The jail <br />contract saves thousands of department man-hours and is a key component for maximizing police officer <br />time out on the streets. <br />The Garden Grove Police Department has one of the lowest ratios of officers per capita of any city its size <br />in California, yet the Department must still struggle to keep staffing levels from decreasing. Garden <br />Grove's current and projected financial condition prohibits the Department from hiring personnel, and <br />additional budget cuts are being implemented in FY 2011-12. Therefore, contracting out jail services <br />provides an alternative solution, which enables the Department to maintain officer time in the field <br />without hiring additional Personnel. <br />Goals of the proiect: <br />Create operational efficiencies in Patrol that would generate the equivalent productive hours of up to <br />seven additional Police Officers that could be used to augment patrol operations. <br />Strategies to be used for project: <br />Contracting out jail services allows the Police Department to concentrate much more of its efforts on <br />community safety instead of expending energy and resources on jail operations. The jail contract allows <br />sworn police officers to process arrestees and return to their field duties in as little as 15 minutes. This in <br />turn will increase then availability to handle additional calls for services. <br />Proiect identifiers: See JAG Identifiers (attached) <br />Community Policing; Detention (Non-residential). The Garden Grove Police Department implemented <br />the Community Policing philosophy many years ago. Contracting out staffing of the detention facility <br />facilitates that philosophy, by enabling patrol officers to return to their beat areas more quickly. <br />2011-DJ-BX-2532 Page 16 of 38 <br />20A-24
