Set Public Hearing For <br />CITY MANAGER <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the Public Works Agency to send a Request for Proposals to qualified consultants to <br />provide on-call services to comply with the requirements of the NPDES permit. <br />DISCUSSION <br />The Santa Ana Regional Water Quality Control Board (SARWQCB) under the Federal Water <br />Quality Act has adopted the National Pollution Discharge Elimination System (NPDES) permit for <br />storm water management. The NPDES permit controls the direct discharges that enter into <br />navigable waters. Direct discharges or "point source" discharges are from sources such as storm <br />drain pipes and sewers. <br />Each City within the SARWQCB boundaries that is responsible for the maintenance of drainage <br />facilities must comply with water quality regulations described in the NPDES permit. The NPDES <br />permit requires that all drainage facilities are clean and clear of debris that could lead to pollution <br />contributing to downstream water bodies. <br />To meet the requirements of the NPDES fourth term permit, outside services and support will be <br />required in the following areas: <br />Catch Basin Cleaning <br />Culvert Cleaning <br />As Needed Emergency Cleanup Services <br />Staff is requesting City Council approval to issue a Request for Proposals to qualified consulting <br />firms, soliciting proposals to provide the required services (Exhibit 1). <br />19E-1
