Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the submittal of Proposition 84 California River Parkways Grant <br />application in the amount of $3,000,000 for trail and landscape improvements at Santiago Park. <br />DISCUSSION <br />In November 2006, California voters passed Proposition 84, a $5.4 billon "Safe Drinking Water, <br />Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act. The bond act <br />provided $62 million in grant funding for acquisition, restoration, protection and development of <br />creeks and river parkways. This competitive grant was divided into two rounds and $30 million <br />dollars is available in this second and final round of grant funding. <br />Projects must involve natural creeks, streams and/or rivers and must meet at least two of the five <br />statutory conditions: 1) Recreation, 2) Habitat, 3) Flood Management, 4) Conversion to River <br />Parkways, and/or 5) Conservation and Interpretive Enhancement. The proposed project site must <br />also be owned by the applicant or under a long term lease to be eligible. After reviewing a number <br />of locations along the Santa Ana River, the proposed Santiago site best meets the grant criteria and <br />land tenure requirements. The Santiago Park Trail and Landscape Improvement project will <br />improve the areas south of Santiago Creek, west of Valencia Street to the park restroom/bike trail <br />crossing. This area is currently undeveloped. Approximately three years ago, staff and members of <br />the community prepared conceptual plans to improve this area with native/riparian planting, <br />decomposed granite hiking/ bike trails, and picnic areas overlooking the creek. This conceptual plan <br />is still valid and meets the recreation, habitat and conservation/interpretive enhancement criteria of <br />the grant. <br />55A-1
