AA/Resolution to Recognize Section 8 HUD <br />Funds; Resolution to Amend Classification <br />And Compensation Plan and Annual Budget <br />November 19, 2001 <br />Page 2 <br />DISCUSSION <br />The U.S. Department of Housing and Urban Development (HUD) has notified <br />the Housing Authority of the City of Santa Ana (SARA) that 500 Housing <br />Choice Vouchers have been awarded under the FY 2001 Fair Share Award. <br />The additional 500 Vouchers represent a 25 percent increase 'to the <br />Authority's rental assistance program. To efficiently and effectively <br />lease the 500 additional Vouchers, and to continue the on-going <br />administration of these Vouchers, additional staff and a reorganization <br />of the SARA are proposed. This reorganization will allow the Authority <br />to meet its obligation as a result of the enhanced funding. <br />To effectively administer the additional Vouchers, it is recommended that <br />five positions be added to ensure the efficient delivery of the Voucher <br />Program and to attain program goals. The City's Basic Classification and <br />Compensation Plan will be amended to ensure that pay rates assigned to <br />each class title within the SARA are internally equitable and <br />commensurate with the scope, complexity and level of responsibility of <br />duties performed. These five positions will be funded in full by grant <br />funds provided by HUD. <br />It is recommended that two new class titles be added to the City's Basic <br />Classification and Compensation Plan, which reflect the levels of <br />responsibility appropriate to implement the additional Vouchers. In <br />addition, the FY 01-02 budget will be amended to add one position from <br />each class title. These titles are as follows: Housing Authority Aide <br />(Salary Rate Range No. 979) responsible for tracking, scheduling and <br />executing program control for the inspection segment of the program; and <br />Housing Authority Analyst (Salary Rate Range No. 600) responsible for <br />maintaining the Housing Authority's database/software system, managing <br />the housing assistance payment process and troubleshooting. It is also <br />proposed that the following three additional positions be added to the FY <br />U1M02 budget: Senior Office Assistant (Salary Rate Range No. 501) <br />providing support duties to Housing staff to ensure successful <br />administration of the new Vouchers and the entire Section 8 program in <br />general; Senior Housing Specialist (Salary Rate Range No. 584) <br />responsible for ensuring successful program delivery, including managing <br />staff and assisting with policy development; and Housing Specialist II <br />(Salary Rate Range No. 596) responsible for administering the additional <br />vouchers and existing programs. <br />
