Development (HUD) requires <br />Housing Authorities that administer a Section 8 Rental Assistance Program <br />to have an Administrative Plan. The purpose of the plan is to describe <br />the Authority's policies and procedures. <br />With the enactment of the Quality Housing and Work Responsibility Act of <br />x.998, it is necessary for the Authority to make revisions to its <br />Administrative Plan as follows: <br />• The Family Self-Sufficiency Program is no longer mandated for <br />continued funding. <br />A Housing Authority Five-Year and Annual Plan is required. <br />Income targeting requires that "75 percent of all new admissions must <br />be at 30 percent or below the median income. <br />• The repeal of the federal preferences and the authorization to <br />establish local preferences. <br />• The merger of the Certa.ficate and Voucher programs to Housing Choice <br />Voucher Program. <br />I <br />~e1,;a s,i o:~ i5i) <br />~"~`t <br />~.4,, <br />...,. <br />
