BENDER READY-MIX CONCRETE MANUFACTURING PROJECT ' <br />Initial StudylMiti ated Negative Declaration <br />• Discussion of ways to mitigate significant effects identified, if any; <br />• Examination of whether the project is compatible with existing zoning, plans, and other <br />applicable land use controls; and <br />• The name(s) of the person(s) who prepared or participated in the preparation of the Initial <br />Study. <br />1.3 CONSULTATION <br />As soon as the Lead Agency (in this case, the City) has determined that an Initial Study would be <br />required for the project, the Lead Agency is directed to consult informally with all Responsible Agencies <br />and Trustee Agencies that are responsible for resources affected by the project, in order to obtain the <br /> <br />recommendations of those agencies as to whether an EIR or Negative Declaration should be prepared ' <br />for the project. Following receipt of any written comments from those agencies, the Lead Agency <br />considers any recommendations of those agencies in the formulation of the preliminary findings. <br /> <br />Following completion of this Initial Study, the Lead Agency initiates formal consultation with these and , <br />other governmental agencies as required under CEQA and its implementing guidelines. <br />1.4 INCORPORATION BY REFERENCE i <br />The following documents were utilized during preparation of this Initial Study, and are incorporated into <br />this document by reference. These documents are available for review at the City of Santa Ana's <br />Planning and Building Agency located at 20 Civic Center Plaza, Santa Ana, CA 92701. <br />• City of Santa Ana General Plan (adopted various dates but reformatted in January 2010). The <br />City of Santa Ana General Plan (General Plan) is the long-range guide for land use and <br />development within the City. The General Plan includes a total of 16 different elements that <br />incorporate specific goals and policies to guide growth and preserve the qualities within the , <br />City that define the natural and built environment. These 16 elements consist of: <br />• Airport Environs; <br />• Circulation; <br /> <br />• Conservation; <br />• Economic Development; <br />• Education; <br /> <br />• Energy; <br />• Growth Management; <br />• Housing; <br /> <br />• Land Use; <br />• Noise; <br />• Open Space, Parks and Recreation; , <br />• Public Facilities; <br />• Public Safety; <br />• Seismic Safety; <br />• Scenic Corridors; and <br />• Urban Design. <br /> , <br />Various elements of the General Plan have been updated and adopted intermittently since the <br />document was originally created in 1982; however, the entire General Plan was reformatted in <br />January 2010. <br />JULY 2011 <br />1-2 <br />INTRODUCTION <br />31A-20
