BENDER READY-MIX CONCRETE MANUFACTURING PROJECT <br />Initial Study/Mitigated Negative Declaration <br />2.0 PROJECT DESCRIPTION <br />2.1 PROJECT LOCATION <br />Regionally, the project site is located in the City of Santa Ana (City), within the County of Orange; refer <br />to Exhibit 2-1, Regional Vicinity. Locally, the project site is located at 516 South Santa Fe Street, within <br />the eastern portion of the City. The site is approximately % -mile west of Grand Avenue, Y<-mile south <br />of First Street, and'/,-mile southwest of Interstate 5 (1-5). <br />2.2 ENVIRONMENTAL SETTING <br />2.2.1 EXISTING LAND USES <br />The 0.97-acre project site is currently occupied by the Bender Ready-Mix concrete manufacturing <br />facility. The facility produces and sells large quantities of concrete through the processing of aggregate <br />and other raw materials. The concrete is prepared, loaded into truck-mounted rotating drum mixers, <br />and hauled away for use at construction sites. Generally, concrete is sold to independent truck <br />contractors; however, Bender Ready-Mix also delivers concrete directly to customers through its own <br />fleet of trucks. <br />The facility is composed of the following primary components: <br />• Maintenance/Office Structure: A 7,001 square-foot single-story structure exists on the <br />northern portion of the site. The structure is utilized for material/equipment storage, vehicle <br />maintenance, and office space. The building is equipped with several large roll-up doors <br />allowing for the entrance of heavy trucks. The western portion of the structure (fronting South <br />Santa Fe Street) is utilized for office purposes while the eastern portion is utilized for storage <br />and maintenance activities. <br />• Aggregate Storage Area: The southeastern portion of the site is utilized for the storage of <br />raw materials necessary for concrete manufacturing. These materials consist primarily of <br />sand and gravel products, and are stored outdoors in piles separated by block walls. These <br />aggregates are delivered to the site by truck and transported from area to area within the site <br />by bulldozer. <br />• Concrete Batch Processing Equipment: The concrete batch processing machinery is <br />located along the southern side of the maintenance/office structure. Raw materials are <br />inserted, mixed, and processed within this equipment and prepared for loading. This <br />equipment is electrically-powered. <br />• Truck Staging Area: The truck staging area is located along the western side of the <br />maintenance/office structure. This area consists of a ramp that allows concrete trucks to back <br />down into an area abutting the concrete batch processing equipment. Concrete is then loaded <br />from the batch processing equipment to trucks. <br />• Debris Storage Basin: An earthen basin constructed within the southeastern comer of the <br />site is utilized for storage of by-products of the concrete manufacturing process. These by- <br />products include wash water and excess/older concrete cleared from trucks prior to loading <br />new concrete. This basin is periodically cleared when it reaches capacity. Wash water is <br />recycled and reused in the concrete manufacturing process.
