(9) BENDER READY-MIX CONCRETE MANUFACTURING PROJECT I <br />Initial Study/Mitigated Negative Declaration <br />Under the conditionally-permitted use for "(c) Cement, lime, gypsum or plaster of pads manufacture," , <br />the project is allowable within the M2 zone but is subject to a CUP. In addition, the City has determined <br />that a lot merger would be required to consolidate the two separate parcels underlying the site for <br />compliance with City and CUP regulations. <br />The City's issuance of a CUP is included as part of the proposed project. As part of the CUP approval , <br />process, the City has required various on-site improvements that would be necessary to achieve <br />compliance with the City's Municipal Code. These aesthetic, drainage, water quality, and safety <br />improvements are described in detail in Section 2.0, Proiect Description. Implementation of these <br />improvements would allow for the issuance of a CUP for continued operation of the existing concrete ' <br />manufacturing facility; as such, impacts in this regard are considered less than significant. <br />Mitigation Measures: No mitigation is required. ' <br />C) Conflict with any applicable habitat conservation plan or natural community conservation plan? <br />No Impact As stated in Response 4.4(f), the proposed project is note located within a Habitat , <br />Conservation Plan or Natural Community Conservation Plan.' No other approved local, regional, or <br />state habitat conservation plans apply to the site. Thus, no impacts would occur in this regard.
