Adopt a resolution declaring the City's intent to vacate a portion of Concord Street south of Fruit <br />Street. <br />2. Set a public hearing for December 5, 2011. <br />PLANNING COMMISSION RECOMMENDATION <br />Recommend that City Council adopt a resolution approving Abandonment No. 2010 -03. <br />Approved by a vote of 6:0 (Alderete absent) at the meeting of October 10, 2011. <br />DISCUSSION <br />The City of Santa Ana Redevelopment Agency (Agency) is requesting that the City vacate a <br />portion of Concord Street south of Fruit Street (Exhibit 1). The area being vacated will be <br />combined with two landlocked parcels owned by the Agency and reconfigured through a lot line <br />adjustment for the development of two single - family residences (Exhibit 2). <br />The area being vacated was a formerly improved portion of Concord Street, which extended from <br />Fruit Street to Mabury Street. The middle portion of the street was acquired by the State of <br />California (Caltrans) for the widening of the Santa Ana Freeway (1 -5). As part of the widening <br />project, Caltrans improved the terminus of Concord Street with the construction of a cul -de -sac, <br />which created the approximately 3,714 square feet of excess street right -of -way. Two neighboring <br />parcels to the area being vacated became landlocked as a result of the new street configuration. <br />The vacation along with the lot line adjustment will allow the parcels street frontage. <br />The utility companies, other government agencies, and City departments have been advised of the <br />street vacation, and do not object to the street vacation. An existing sewer main crosses the area <br />being vacated and the two parcels. An easement to the City will be granted through a separate <br />instrument. <br />12A -1 <br />
