The facility produces and sells large quantities of concrete through the processing <br />of aggregate and other raw materials. The concrete is prepared, loaded into truck- mounted rotating <br />drum mixers, and hauled away for use at construction sites. <br />The existing facility does not involve the direct mining or extraction of aggregrate (e.g., sand and gravel) <br />or other materials used in the concrete manufacturing process. Rather, these materials are recovered <br />' <br />or recycled elsewhere and delivered to the site. Mining activities in other locations are regulated under <br />the California Surface Mining and Reclamation Act (SMARA), administered by the California <br />Department of Conservation, in order to ensure that mineral resources are not substantially depleted. <br />' <br />Moreover, proposed aesthetic, drainage, water quality, and safety improvements associated with the <br />project would not result in any increaseln capacity at the existing Bender Ready -Mix facility and the <br />amount of aggregate materials utilized would not increase.
