Notice of Hearing letter regarding acquisition of property by eminent <br />domain ("Billboards") mailed to property owner on October 19, 2011. <br />Continued from the November 7, 2011 City Council Meeting by a 7-0 vote. <br />Mayor Pulido opened the public hearing. John Duong representing Clear <br />Channel Outdoor, addressed the council relative to Agenda Items 75A, <br />75E, and 75F. Submitted a letter of response for the record; would like <br />relocation opportunity. Also, John Peterson representing the Wang Family <br />Trust submitted letter for the record; also noted concern that CEQA should <br />be revisted since opined that project has changed. There were no <br />additional speakers and the hearing closed. <br />City Council discussion ensued. Councilmember Sarmiento directed staff <br />to review signage and billboard policy and work with parties involved <br />regarding relocation options; explore all options for reasonable solution. <br />Councilmember Bustamante echoed comments; acquisition is part of <br />Bristol Street improvements; well maintained billboards acceptable and <br />may increase revenue. Mayor Pulido noted that project funded with OCTA <br />monies. Councilmember Benavides also echoed comments previously <br />made by members of the city council; reducing number of billboards a <br />good idea; open to idea of digital billboards to help deter graffiti; for the <br />record correct legal description submitted in agenda packet. <br />Staff noted that legal description submitted included entire property, but <br />only partial lot considered for acquisition. <br />The City Council considered agenda items 75A, 75E, and 75F with one <br />motion. Mayor opened the Public Hearings for items 75E and 75F. There <br />were no speakers and the hearings closed. <br />MOTION: Adopt a resolution. (Requires five affirmative votes) <br />RESOLUTION NO. 2011-074 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA FINDING AND DETERMINING THAT <br />THE PUBLIC INTEREST, CONVENIENCE AND NECESSITY REQUIRE <br />THE ACQUISITION OF CERTAIN REAL PROPERTY LOCATED WITHIN <br />THE CITY OF SANTA ANA LOCATED AT 410 N. BRISTOL STREET (APN <br />405-064-15); AND OUTDOOR POSTER PANEL (FACE # 003979 & <br />003980) LOCATED AT 410 N.
