Assignments within these sections range from <br />programmatic and fiscal oversight of CFS contracts, oversight of the <br />CFS allocations and expenditures, child death reviews, social work <br />client contact compliance, monitoring of group homes and foster family <br />agencies, investigations of quality of care and child abuse reports in <br />foster care, employee safety, custodian of records for CFS, and oversight <br />of CFS technology projects. <br />2000 - 2004 County of Orange, Social Services Agency <br />Contract Services Manager (Administrative Services Mgr. II/ML-7) <br />Responsible for the oversight of 20 staff, which included Sr. Staff <br />Analyst (Sr. Contract Administrators), Staff Analysts (Contract <br />Administrators), and other support staff. Contract Services was <br />responsible for fiscal management of over 300 contracts/agreements <br />totaling over $140 million. Areas of the Agency supported through <br />contracts included Family Self-Sufficiency, Children and Family <br />Services, Adult Services and Assistance Payments, and Families and <br />Communities Together (Family Resource Centers). implemented all <br />essential fiscal and service delivery tracking reports to ensure service <br />delivery met Federal and State regulations, and County Purchasing <br />guidelines. Created a team that was able to communicate effectively with <br />Board offices, county counsel, community based agencies, and SSA <br />directors. <br />1999-2000 County of Orange, Social Services Agency <br />SSA Program Manager II (MLr6) <br />Responsible for managing support staff in Children Rc Family Services in <br />the County Family Preservation Program, foster home recruitment and <br />retention, Foster Care Licensing, and Foster Family Agencies and Group <br />Home Monitoring and Investigation. These supportive services allowed <br />CFS to meet its service delivery goals and supported the foster parent <br />community. <br />1998-1999 County of Orange, Social Services Agency <br />Senior Contract Administrator (MI.-5) <br />Responsible for the supervision of a portion of the Contract Services <br />staff which handled Children 8c Family Services contracts, and <br />Employment and Ca1WORKs related contracts. Duties included <br />supervision, development and monitoring of the CFS contracts budget, <br />development of request for proposals (RFPs), proposal evaluation <br />panels, Agenda Item Transmittals for the Board, and review of contracts <br />and any related compliance requirements. <br />1994-1998 County of Orange, Social Services Agency <br />Contract Administrator (ML-4) <br />Managed the majority of CFS contracts and related RFPs, CFS contracts <br />budget, Memorandums of Understanding, Families First grant, and the <br />Oi?ice of Child Abuse and Prevention grant. Duties required working <br />closely with CFS program staff to ensure providers met service delivery <br />13 B-5
