Set Public Hearing For_ <br />CONTINUED <br />TO <br />FILE <br />?tkik, V NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br />execute an agreement with the Police Officers' Association regarding wages and other terms <br />and conditions of employment. <br />DISCUSSION <br />The City and the Police Officers' Association (POA) recently completed negotiations per a <br />reopener provision in the current contract for fiscal years 2011-2013. Listed below are the key <br />agreements resulting from these negotiations. The contract expiration date remains June 30, <br />2013. <br />Salary Increase. The current contract provided a 3% salary increase effective July 1, 2011 and <br />a 3.5% salary increase effective July 1, 2012. In this agreement, POA will contribute 2% of the <br />3% increase, and the entire 3.5% increase, toward the City's pension (PERS) payment <br />obligation. However, the City must return the 3.5% salary increase, retroactive to July 1, 2012, if <br />it does not receive an equal or greater retirement contribution from the other safety units and <br />employees (i.e., Police Management Association, Fire Management Association, Police Chief <br />and Fire Chief). <br />Retiree Health Insurance. The City's contribution of .75% of POA payroll toward the unit's <br />retiree health insurance plan will be deferred from January 1, 2012 to October 1, 2012. In <br />addition, the .75% payment due on October 1, 2012 will be deferred until January 1, 2013. <br />251-1
