<br /> <br /> <br /> <br /> <br /> EXHIBIT A-I <br /> <br /> SUMMARY SCOPE OF WORK FOR DEFINITION AND ANALYSIS OF INITIAL OPERATING <br /> SEGMENTS FOR THE SANTA ANA-GARDEN GROVE FIXED GUIDEWAY <br /> <br /> <br /> In support of the definition and analysis of an Initial Operating Segment (IOS) for the Santa Ana- <br /> Garden Grove Fixed Guideway, the Cordoba Team will complete the following tasks in <br /> conjunction with the Santa Ana and Garden Grove Fixed Guideway Corridor Study. <br /> <br /> Conceptual Engineering <br /> The Cordoba Team will develop design concepts for Initial Operating Segments (IOS's) for <br /> Streetcar 1 and Streetcar 2 with the western terminus of the project in the vicinity of Raitt <br /> Street, and two alternatives for the location of the O&M facility (near Raitt Street and near <br /> SARTC). The concept design will include review of spacing and locations of the substations, <br /> development of an operating plan for each IOS (Streetcar 1 and Streetcar 2), determination of <br /> the number of vehicles required to support each IOS, review and modification of the O&M <br /> facility layouts to reflect phased implementation of the project, and preparation of capital and <br /> operating cost estimates for each IOS. <br /> Alternatives Analysis <br /> The Alternatives Analysis currently underway, will be modified to include discussion of the IOS's. <br /> Within the context of the appropriate full length Build Alternative, analysis of the IOS's relative <br /> to the evaluation criteria and measures of effectiveness will be prepared. The purpose will be to <br /> describe the advantages and disadvantages of the IOS's as a component of the full Build <br /> Alternative, thereby highlighting the relative advantages/disadvantages of one Build Alternative <br /> compared to another in terms of phased implementation. The results of the detailed evaluation <br /> of the Build Alternatives and the IOS's will be documented in the Alternatives Analysis Report, to <br /> be used in conjunction with the Draft EIR/EA towards the selection of a Locally Preferred <br /> Alternative. <br /> <br /> Draft EIR/EA <br /> The Cordoba Team will modify the Administrative Draft Environmental Document and the <br /> relevant technical reports to include analysis for the two IOS's. Analysis for IOS 1 and 2 will <br /> largely be presented in terms of how the environmental impacts for the IOS's would differ from <br /> the full length Build Alternatives. While the discussion of these environmental impacts would be <br /> largely qualitative and based on the analyses conducted for the full length Build Alternatives, in <br /> some areas of the Administrative Draft Environmental Document and Technical Reports, specific <br /> discussion will be added to describe any localized impacts in the vicinity of the western terminus <br /> station at Raitt that would be attributable to the IOS's as opposed to the full length Build <br /> Alternatives. <br /> The Cordoba Team will also provide the draft language that will be used to introduce the IOS's <br /> as part of Chapter 2 of the Draft EIR/EA and applicable technical reports. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 25G-5 <br />
