Willdan Homeland Solutions will provide the staff necessary to conduct a Santa Ana <br />Regional Transportation Center (SARTC) Emergency Evacuation Plan Revision <br />Workshop. The Workshop and subsequent Plan revision will address current local and <br />State requirements for evacuation planning and will incorporate the planning <br />requirements of Section 3.09, Title 19, of the California Code of Regulations and any <br />applicable OSHA requirements. The revised plan will be compatible with tenant <br />emergency operations and response plans and city and county plans that may govern <br />emergency evacuation activities for transportation centers. WHS will coordinate all <br />planning meetings and facilitate data gathering for the plan revision through site visits <br />and virtual tenant interviews. Upon completion, the SARTC will receive one hard copy <br />and one electronic copy of the revised emergency evacuation plan. <br />Cost: $6,000.00 <br />Total Cost (Year 1): X474.473.00 <br />The Willdan team will provide the following services in support of the <br />Anaheim/Santa Ana Urban Area Training a n d Exercise Program during Year 2 <br />of the exercise program (September 2011 -September 2012). <br />O. Critical Infrastructure/Key Resources (CI/KR) Tabletop Exercise (TTX).This <br />event is a discussion based exercise, which utilizes multi-media. Willdan facilitators <br />will guide participants through a scenario with accompanying discussion questions <br />focused on testing and validating the plans, policies, procedures, and equipment <br />used to respond to a terrorist attack on a CI/KR site within the ASAUA. This event <br />will be delivered once, take place over 8 hours on one day, and will include 100 <br />participants, drawn from ASAUA stakeholders. Willdan will provide all supporting <br />materials, such as documents, facilitators, audio/visual equipment, etc. Support for <br />the CI/KR TTX will be accomplished through the following: <br />1 . Coordinate and facilitate up to 3 exercise planning meetings for the <br />tabletop (TTX) exercise <br />2. Provide a TTX invitation letter, and track RSVPs <br />3. Produce exercise participant badges, table tents, and conduct exercise <br />registration <br />4. Develop and reproduce copies of TTX SITMAN in sufficient numbers for <br />the exercise, but not to exceed 100 copies. <br />5. Provide and coordinate an appropriate number of facilitators to the TTX <br />6. Produce an AAR within 45 days of the exercise completion <br />7. Provide 5 hard copies and 1 CD-ROM copy of each report and submit to <br />the ASAUA Grants Manager <br />8. Prepare all documents in accordance with HSEEP standards. <br />Exhibit A-1 Page 9
