11 . Provide controller/evaluator and SIMCELL training describing the <br />roles and responsibilities of exercise controllers, evaluators, and/or <br />simulators. <br />12. Recruit and manage up to 350 volunteers to support exercise play at <br />area hospitals during the second FSE only. <br />13. Prepare and submit a draft AAR within 45 days of exercise <br />completion. Final AAR will be delivered no later than 60 days after <br />exercise completion. <br />14. Provide 8 vests to identify exercise controllers, 8 vests to identify <br />exercise evaluators, and up to 350 badges to identify exercise <br />participants, evaluators, controllers, and observers. <br />15. Assist with controller and evaluator training by providing a <br />Controller/Evaluator Briefing. <br />16. Debrief and record notes from the exercise controllers and evaluators <br />prior to exercise completion. <br />17. Prepare 1 O hard copies and 2 CD-ROM copies of the report. <br />18. Prepare all documents in accordance with HSEEP standards. <br />Cost: $241,084.00 <br />S. Citizen Preparedness Drill. This will evaluate the plans, policies, and procedures <br />that govern the groups that compromise the OC Citizen Corps, and test the <br />capability of that group to effectively respond to a catastrophic event. The drill will <br />be conducted over 8 hours on one day, and will include 300 participants from <br />citizen preparedness stakeholders. Willdan will facilitate the design, delivery, and <br />evaluation of the drill through completion of the following items: <br />1 . Coordinate and facilitate four planning meetings, and submit planning <br />meeting summaries to the exercise design team. <br />2. Develop a baseline scenario for use during the exercise. <br />3. Develop and reproduce 20 copies of the exercise plan (EXPLAN) for <br />the drill. <br />4. Develop and reproduce 20 copies of an exercise Controller/Evaluator <br />(C/E) Manual, including evaluation criteria. <br />5. Develop and reproduce 225 copies of the exercise Participant <br />Guides/Player Handouts. <br />6. Develop and reproduce 225 copies of the exercise Volunteer <br />Guides/Handouts. <br />7. Provide 10 exercise controllers fora 1-day period. The controllers will <br />assist with exercise administration and control, and will lead the hot <br />wash debrief session(s) at the conclusion of the exercise. <br />ExhibitA-1 Page 12
