The PRND Subcommittee has developed a three-phase PRND Project <br /> with this request representing Phase I. <br /> Phase I includes the purchase of approximately 80 Portable Radiation Detectors to be issued by <br /> Terrorism Liaison Officers and personnel assigned to John Wayne Airport and the Disney Resort <br /> Area. This phase also includes the development of a draft PRND Annex or deployment/response <br /> policy. <br /> <br /> Phase II will address the need for more sensitive detection equipment in the form of 5 covert <br /> backpacks which will be assigned to the Operational Area's HazMat teams and the Orange <br /> County Health Care Agency. The backpacks serve as a more sensitive level of detection and <br /> Isotope identification at mass gathering sites to aid in investigation and alarm adjudication when <br /> a pager has alarmed. <br /> <br /> Phase III focuses on installing fixed detection assets at highly critical sites such as the John <br /> Wayne International Airport and Disney Resort Area. Fixed assets at ingress/egress or "choke <br /> points" allows for a more controlled detection capability, and preserves resources for response <br /> actions when needed. <br /> <br /> The equipment will be acquired using the US Communities Government Purchasing Alliance. <br /> Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase against contracts from <br /> any public agency utilizing a competitive bid process. Mallory Safety & Supply Company's <br /> contract for portable radiation detectors was awarded as a result of open competitive bidding by <br /> the County of Fairfax, Virginia, under the US Communities purchasing alliance and meets the <br /> City's requirements. <br /> <br /> FISCAL IMPACT <br /> <br /> Funds are available in the FY 2009 UASI Grant fund account (accounting no. 12514407-63001 <br /> , <br /> Activity 10427101182). <br /> APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br /> <br /> <br /> <br /> Paul M.
