Set Public Hearing For <br /> CONTINUED TO <br /> t cti FILE NUMBER <br /> CITY MANAGER <br /> <br /> <br /> RECOMMENDED ACTION <br /> Authorize the City Manager or Chief of Police to execute the attached agreement with <br /> Government Training Institute, Inc., to provide the Immediate Action Team Course to first <br /> responders in the Urban Area in an amount not to exceed $600,000, subject to non-substantive <br /> changes approved by the City Manager and City Attorney. <br /> <br /> DISCUSSION <br /> The United States Department of Homeland Security developed the Urban Areas Security <br /> Initiative (UASI) funding program. UASI provides funds to local emergency first responders to <br /> enhance security and overall preparedness to prevent, respond to, and recover from acts of <br /> terrorism. The grant specifically provides funding for anti-terrorism equipment, planning, training, <br /> and exercises. The City of Santa Ana has fiscal responsibility for the FY11 UASI grant for the <br /> Anaheim/ Santa Ana Urban Area which encompasses the 34 jurisdictions in Orange County. <br /> <br /> The grant calls for training that will allow first responders to more effectively respond during <br /> crises and critical incidents. The Immediate Action Team Course provides law enforcement <br /> officers with proven tactics and techniques in dealing with active shooters and terrorist <br /> incidences. <br /> <br /> FISCAL IMPACT <br /> Funds are available in the FY 2011 UASI Grant Program through Project H - Training fund <br /> account (No.12514407-62300, Activity 12424001187) as approved by the City Council with <br /> Resolution No. 2011-061. <br /> APPROVED AS O FUNDS AND ACCOUNTS: <br /> <br /> <br /> Paul M.
