education and training activities provided through the grant when: 1) they are unable to obtain <br />such services through other programs, and 2) such services are necessary to enable individuals <br />to participato in education and training activities under the grant. Grantees may establish limits <br />on the provision of supportive services or provide their subrecipients with the authority to <br />establish such limits, including a maximum amount of funding and maximum length of time for <br />supportive services to be available to participants. *Grantees must ensure that their use of grant <br />funds on supportive services is consistent With their organization's established written policy on <br />the provision of supportive services and relevant WIA regulations.. Additionally, ETA <br />encourages grantees to leverage other sources of funding for supportive services, including <br />WIA formula funds. <br />8. Prohibition- on Use of Funds for Economic Development <br />General economic development projects, including revolving loan accounts, do not meet <br />the H -1 B requirements for training and dpvelopment of job opportunities in high - growth <br />industries and occupations. Examples of general economic development that may not meet this <br />standard include but are not limited to infrastructure investments in businesses, increases in <br />i .nv-entor_y_,_par-ticipatian-in_ trade_ shows,_ revolving- loan -accoun.ts� -new or- additional - equipment - -- <br />used for purposes other than training activities, capital asset purchases, and other costs not <br />specifically related to increases in actual job opportunities. <br />9. Sub -Grant Profit <br />For commercial organizations, the earning of profit Is not an allowable cost item. For <br />governmental, non - profit, and public or bon- profit educational institutions, earnings above actual <br />costs incurred are to be treated as program income: Any program income earned must be used <br />for program purposes. <br />F. Other Submission Requirements <br />Withdrawal of Applications: Applications may be withdrawn by written notice to the <br />Grant Officer at any time before an award is made. <br />Section V.
