PUBLIC HEARINGS <br />75A PUBLIC HEARING - CONSIDER CHANGING NEW CITY COUNCIL <br />WARD BOUNDARY LINES -Clerk of the Council Office <br />Set for public hearing at the November 7, 201 1 , City Council Meeting by a <br />vote of 7-O. Rescheduled for public hearing at the December 5, 2011, City <br />Council Meeting by a vote of 6-O (Pulido absent). <br />Legal Notice published in Orange County Register on December 9, 2011 <br />and December 16, 2011. <br />Clerk of the Council Huizar presented the staff report. <br />Why Re-Boundary? <br />• Required by Elections Code §21600, et seq. <br />• Comply with "one-person, one vote" principle, Federal Voting Rights <br />Act of 1965, and other constitutional constraints. <br />• Review every 1 O years after Federal census data released. <br />• What is Re-boundary and why do it? <br />• Re-boundary is the redrawing or adjusting of Ward lines to ensure <br />that legis/ative representation is fair, balanced, and equa/. It is <br />done every ten years to account for population shifts and growth <br />over the last decade. <br />• This process does not change the number of Wards in the City. <br />Charter Requirements <br />• Sec. 101 .1 . -Requires that each Ward be as near/y equal in <br />population as possib/e. The wards shall be composed of contiguous <br />and compact territory and bounded by natural boundaries of street <br />lines wherever possible. <br />• Sec. 101.2. - Notes that Ward boundaries shall not be altered except <br />as reasonably necessary to promote greater equality of population <br />among the wards, following Federal decennial census. <br />• Requires atwo-thirds (2/3) vote for passage. <br />• Any change to Ward boundaries must be made within one hundred <br />twenty (120) days immediately preceding any election of the City <br />Council. <br />Scope of Work <br />• The proposed map recommended for approval was prepared using the <br />City's GIS software. <br />• The boundaries follow census tract areas, as used by the U.S. Census <br />Bureau -this allows us to view the population statistics. <br />• The proposed map balances the overall population within the 10% <br />standard, as required by the Elections Code, while trying to diversify <br />the population in each Ward. <br />CITY COUNCIL MINUTES 13 DECEMBER 19, 2011
