EXfIIBIT A <br />PROJECT APPROACH AND SCOPE OF WORK <br />Project Approach <br />The ICLEI team recognizes that the City wishes to take a comprehensive approach in <br />mitigating climate change in both its own operations and across the community of Santa <br />Ana. While funding has been secured only for the emissions inventory, forecast, and <br />energy component of the CAP, we have fashioned an approach that will utilize available <br />Southern California Edison (SCE) funding to minimize the cost of building out other <br />sectors of the CAP, by creating templates and processes that will apply to all sectors. <br />SCE-funded work is described as the Core Scope, while CAP development for non- <br />energy sectors is described as the Enhanced Scope. <br />The project will take place in two phases, with ICLEI providing project management and <br />team coordination throughout. Phase 1 includes the GHG inventory and forecast and <br />will be led by AECOM, while ICLEI will lead Phase 2, which includes target-setting and <br />development of the CAP, associated implementation strategy, and materials related to <br />emissions monitoring. This process aligns with ICLEI's internationally recognized <br />planning framework for greenhouse gas management and reduction, the Five <br />Milestones of Climate Mitigation, illustrated below. The scope of this project will take <br />Santa Ana through the first three milestones: GHG inventory and forecast; target- <br />setting; and Climate Action Plan development. The project will also set up the City for <br />success in Milestones 4 and 5 by creating an implementation and monitoring strategy, <br />as well as an Annual Monitoring Report template. <br />The GHG inventory is a critical first step <br />in effectively managing emissions from <br />government operations and community <br />activities. The inventory and forecast will <br />be prepared by AECOM, using the most <br />current standards embraced by State <br />agencies and with support from ICLEI. <br />An accurate inventory and forecast are <br />essential to consistently measuring <br />emissions over time and documenting the <br />outcomes of the City's climate mitigation <br />activities. Collectively, AECOM and <br />ICLEI have assisted nearly 100 local <br />governments in California in preparing <br />GHG emissions inventories and <br />forecasts, and, working with its partners, <br />ICLEI literally "wrote the book" on <br />inventory methodologies in the Local Government Operations Protocol and forthcoming <br />Community Protocol. <br />Building on the inventory and forecast, ICLEI will lead the development of emissions <br />targets, the Climate Action Plan, the implementation and monitoring strategy, and the
