The <br /> <br />review period shall be from January 1 to January 31 of <br /> <br />each year with approval of the final budget to be <br /> <br />completed by February 15. <br /> <br />b. <br /> <br />The annual operating budget shall not be exceeded <br /> <br />without prior consent of the majority of the PERMITTEES <br /> <br />which represent a majority of the percentage <br /> <br />contribution. <br /> <br />2. <br /> <br />Consulting with the city managers and any committees <br /> <br />established by the city managers when preparing budgets and <br /> <br />major program elements. <br /> <br />3. <br /> <br />Preparing compliance reports to the Regional Board and <br /> <br />providing copies to the PERMITTEES. <br /> <br />4. <br /> <br />Preparing a model system-wide Best Management Practices (BMP) <br /> <br />Program report. <br /> <br />s. <br /> <br />Monitoring the implementation and ensuring the effectiveness <br /> <br />of system-wide BMPs. This will include field reconnaissance to <br /> <br />evaluate structural and procedural BMPs. An annual report to <br /> <br />the RWQCBs will be prepared presenting the results of these <br /> <br />evaluations. <br /> <br />6. <br /> <br />The COUNTY as Principal PERMITTEE may retain the services of <br /> <br />professional consultants and may fund, or contribute to <br />5 ~~~ <br />
