Chapter 3 Findings Regarding ProjectAiternathies Attachment "A" <br />3.4.2.3 Finding and Rationale for the Modified Construction Configuration C.2 <br />Alternative <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make the Modified Construction Configuration C.2 Alternative infeasible. <br />Although the Modified Construction Configuration C.2 Alternative would reduce the Project's <br />significant and unavoidable construction - related impact at the intersection of South Bristol <br />Street/West Segerstrom Avenue by a period of two (2) weeks, this alternative would result in new <br />significant and unavoidable noise impacts for a period of two (2) weeks because construction <br />activities would be required to occur during nighttime hours to allow sufficient time to set up and <br />remove traffic control measures. Such nighttime construction activities would invariably result in <br />significant noise levels that would impact nearby sensitive receptors, including residents of the <br />nearby apartments and the Studio Inn Hotel. Such noise levels would exceed the City's Noise <br />Ordinance requirements for nighttime noise levels, and would result in a significant and unavoidable <br />impact to noise. <br />In addition, and as discussed in EIR Section 3.4.7, modifying the timing restrictions for Construction <br />Configuration C.2 so as to allow construction during the daytime while completely avoiding <br />significant traffic impacts during the five (5) weeks in which Construction Configuration C.2 would <br />be in place is not feasible. Specifically, during the three (3) weeks during the construction of a new <br />manhole within the South Bristol Street /West Segerstrom intersection, Construction Configuration <br />C.2 would need to be in place 24 hours per day. Accordingly, this alternative would reduce (by a <br />period of 2 weeks), but would not avoid, the Project's significant and unavoidable impact to <br />transportation /traffic. <br />On balance, the City finds that the reduction in duration of significant unavoidable impacts to <br />transportation /traffic that would occur under this alternative does not justify the significant and <br />unavoidable impacts to noise that would result from the nighttime construction activities required for <br />this alternative. Therefore, the City finds that the Modified Construction Configuration C.2 <br />Alternative is not feasible. <br />3.4.3 Alternative Site Location No. 1 (Alternative Site No. 1) <br />3.4.3.1 Summary of Alternative Site No. 1 <br />Under this alternative a lift station would be constructed at the western terminus of San Lorenzo <br />Avenue (Alternative Site No. 1) in lieu of the proposed Project site. The location of Alternative Site <br />No. 1 is depicted on Final EIR Figure 5 -1. Alternative Site No. I is almost identical to the proposed <br />Project but would be constructed wholly within the existing public right -of -way of San Lorenzo <br />Avenue and an unnamed public alley. This alternative would not require the acquisition of private <br />property. Although the acquisition of private property that would occur as part of the proposed <br />Project would not result in a significant environmental effect, construction of a lift station at <br />Alternative Site No. 1 was selected in order to evaluate construction of a lift station on an alternative <br />site that would not require the City of Santa Ana to acquire any private property. <br />3.4.3.2 Summary Comparison of Environmental Effects <br />As detailed in RDEIR Section 5.4.3, relocating the proposed lift station to Alternative Site No. 1 <br />would neither avoid nor reduce the Project's near -term significant and unavoidable construction- <br />San Lorenzo Lift Station EIR (Project No. 06 -3510) 3 -6 <br />CEQA Findings of Fact/Statement of Overriding Considerations <br />55A -45 <br />
