Chapter 3 Findings Regarding Project AtternatAss Attachment "A" <br />exterior turn radius. Construction of a replacement lift station at Alternative Site Location No. I <br />would interfere with the ability of fire trucks to make such turns. This alternative would, therefore, <br />adversely affect the Fire Department's ability to respond to emergencies in the Project vicinity. <br />The City has determined that these concerns about the impacts of Alternative Site No. 1 on public <br />safety render it infeasible, particularly in light of the fact that Alternative Site No. I would not avoid <br />or substantially lessen any significant effects of the project. (See CEQA Guidelines Section <br />15126.6(b).) <br />3.4.4 Alternative Site Location No. 2 (Alternative Site No. 2) <br />3.4.4.1 Summary of Alternative Site No. 2 <br />Alternative Site Location Number 2 (Alternative Site No. 2) would involve the construction of a new <br />replacement lift station within an existing City park located at the northeast corner of the West <br />Segerstrom Avenue /South Shelton Street intersection instead of the proposed Project site. <br />Alternative Site No. 2 is located approximately 0.15 -mile northeast of the proposed Project site. The <br />location of Alternative Site No. 2 is depicted on Final EIR Figure 5 -1. Development of a lift station <br />at Alternative Site No. 2 would occur wholly within an existing City-owned park; therefore, this <br />alternative would not require the acquisition of private property. The lift station that would be <br />constructed at Alternative Site No. 2 would consist of a similar above - ground block structure as the <br />proposed Project. In addition, the lift station at Alternative Site No. 2 would feature similar <br />equipment and appurtenances as the proposed Project. This alternative would require the <br />construction of approximately 115 percent increase in the length of underground sewer conveyance <br />infrastructure as compared to the proposed Project (i.e., 2,800 linear feet, as compared to 1,300 feet <br />for the proposed Project). The duration of the construction phase would be increased as compared to <br />the Project to accommodate the construction of additional underground sewer conveyance <br />infrastructure. <br />3.4.4.2 Summary Comparison of Environmental Effects <br />As detailed in RDEIR Section 5.4.4, relocating the proposed lift station to Alternative Site No. 2 <br />would neither avoid nor reduce the proposed Project's near -term significant and unavoidable <br />construction - related impact at the intersection of South Bristol Street and West Segerstrom Avenue, <br />which would occur between the hours of 7:15 a.m. and 8:00 a.m. and between the hours of 2:30 p.m. <br />and 6:45 p.m. (Monday through Friday). In addition, development of a lift station at Alternative Site <br />No. 2 would result in a new significant and unavoidable impact to recreation, as this alternative <br />would reduce park land in the City and would exacerbate an existing deficiency of park and <br />recreation facilities in the City. Specifically, the City has a standard of providing two (2) acres of <br />park land per 1,000 residents (SAMC, Sec. 35 -108); however, the City currently does not meet this <br />standard and is providing less than one (1) acre of park land per 1,000 residents. Development of a <br />lift station at Alternative Site No. 2 would reduce the amount of available park land in the City (by <br />approximately 0. 15 acre during the 12 months of construction, and by approximately 0.03 acre under <br />long -term operating conditions). This temporary and permanent loss of parkland would exacerbate <br />the existing deficiency of parkland in the City. This alternative also would result in an increased, but <br />mitigable, long -term air quality impact due to the potential to expose nearby odor - sensitive uses to <br />substantial offensive odor levels during worst -case accident conditions.
