Chapter 3 Findings Regarding Project Alternathres Affachment "A" <br />Bristol Street likely would require supporting the utilities from the top of the trench. Due to these <br />existing utility constraints beneath South Bristol Street, portions of this roadway would need to be <br />closed to accommodate construction associated with this alternative. Implementation of this <br />alternative would otherwise be similar to the proposed Project during construction conditions. <br />Development of a lift station at Alternative Site No. 7 also would require the City to acquire private <br />property to implement a temporary construction easement, accommodate the proposed lift station, <br />and provide easements for proposed sewer lines. <br />3.4.9.2 Summary Comparison of Environmental Effects <br />The environmental effects of constructing the proposed lift station at Alternative Site No. 7 in <br />comparison to the proposed Project site are shown in Final EIR Table 5 -1 and described in detail in <br />RDEIR Section 5.4.9. This alternative would avoid the proposed Project's significant and <br />unavoidable impact associated with Construction Configuration C.2; however, this alternative would <br />create a significant and unmitigable near -term impact to transportation /traffic due to a LOS <br />deficiency that would occur for approximately twelve (12) days during construction, which is a <br />reduction in comparison to the proposed Project, which would result in a deficient LOS for up to <br />twenty -five (25) days during construction. However, construction of a lift station at Alternative Site <br />No. 7 would result in inadequate parking at an existing commercial retail center both during <br />construction and long -term operation. Near- and long -term impacts to parking at Alternative Site No. <br />7 would be a significant and unmitigable impact. Therefore, because Alternative Site No. 7 would <br />still result in a significant and unavoidable near -term traffic impact, and would result in significant <br />near -term (12 months) and long -term impacts to parking capacity, impacts to transportation /traffic <br />would be increased with implementation of Alternative Site No. 7 as compared to the proposed <br />Project. <br />Total construction air quality /greenhouse gas emissions would be decreased under this alternative <br />due to a shorter construction period, although average daily construction emissions would be less <br />than significant and similar to the proposed Project. Impacts related to near -term water quality and <br />hydrology also would be decreased under this alternative due to a smaller area of impact. Impacts <br />associated with long -term odors would slightly increase under this alternative, although with <br />mitigation this impact would be reduced to less than significant levels. Impacts to non -odor related <br />air quality /greenhouse gas emissions (long - term), noise, utilities and service systems, and water <br />quality and hydrology (long -term) would be similar to the proposed Project. <br />3.4.9.3 Finding and Rationale for Alternative Site No. 7 <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make Alternative Site No. 7 infeasible. <br />Alternative Site No. 7 would, on balance, result in an overall increase in impacts to <br />transportation /traffic as compared to the proposed Project. Although this alternative would avoid the <br />proposed Project's significant and unavoidable impact to the south Bristol Street/West Segerstrom <br />Avenue during the five weeks in which Construction Configuration C.2 would be in place, this <br />alternative would result in a LOS deficiency that would occur for approximately twelve (12) days <br />during construction, and also would result in a new significant and unavoidable impact to parking <br />(near- and long -term) that would not occur in association with the proposed Project. In light of these <br />considerations, the City finds that Alternative Site No. 7 would result in an overall increase in near- <br />San Lorenzo Lift Station EIR (Project No. 06 -3510) 3 -17 <br />CEQA Findings of Fact/Statement of Overriding Considerations <br />55A -56 <br />
