Chapter 3 Findings Regarding Project Aifernathres Attachment "A" <br />Chapter 3 - Findings Regarding Project Alternatives <br />3.1 Introduction <br />The RDEIR prepared for the Project considered numerous alternatives to the Project and ultimately <br />analyzed twenty-one (21) of these alternatives in detail. This chapter describes the Project's <br />objectives and design criteria used to develop and evaluate the project alternatives presented in the <br />RDEIR. A description of the alternatives compared to the Project and the findings regarding the <br />feasibility of adopting the described alternatives are presented below. <br />3.2 Project Objectives <br />The project objectives of the proposed San Lorenzo Sewer Lift Station Project are as follows: <br />• To construct a new sewage lift station (the San Lorenzo Lift Station) near the intersection of <br />South Bristol Street and West Segerstrom Avenue to replace an existing lift station that has <br />exceeded its design life (the Segerstrom Lift Station). <br />• To install modern lift station equipment and associated wastewater conveyance infrastructure <br />to reduce the potential of a sewer spill or equipment failure. <br />• To provide a lift station facility in which electrical components of the facility are housed <br />above ground so as to preclude the potential for electrical failure during peak storm events <br />(due to flooding). <br />• To construct a lift station facility that provides sufficient access space for maintenance of the <br />lift station facility. <br />• To avoid detrimental effects to existing businesses during construction and long-term <br />operation of the lift station facility to the extent feasible. <br />• To improve safety for both motorists and City workers by providing for an above-ground lift <br />station facility located outside of existing roadway rights-of-way. <br />• To minimize odor-related nuisances to land uses in close proximity to the new sewage lift <br />station through the installation of a gravity odor control system. <br />• To install landscape and hardscape improvements in areas that will be disturbed by lift station <br />construction. <br />• To safely demolish and abandon the existing Segerstrom Lift Station in accordance with <br />applicable federal, state, and local regulations and standards. <br />3.3 Selection of Alternatives <br />The RDEIR evaluated twenty-one (21) alternatives, including the No Project Alternative, in Chapter <br />5.0. This evaluation compared the environmental advantages and disadvantages of each alternative to <br />the Proposed Project. The No Project Alternative, as required by CEQA, considers a scenario in <br />San Lorenzo Lift Station EIR (Project No. 06-3510) 3-1 <br />CEQA Findings of Fact/Statement of Overriding Considerations
