Chapter 3 Findings Regarding ProjectAllemathres Attachment "A" <br />• 3.4.5 Alternative Site Location No. 3 (Alternative Site No. 3) <br />3.4.5.1 Summary of Alternative Site No. 3 <br />Alternative Site Location Number 3 (Alternative Site No. 3) would involve the construction of a new <br />replacement lift station in the parking lot of an existing medical office and retail center located at <br />2835 South Bristol Street in lieu of the proposed Project site. Alternative Site No. 3 is located <br />approximately 0.05-mile north of the proposed Project site. The location of Alternative Site No. 3 is <br />depicted on Final EIR Figure 5-1. <br />The lift station that would be constructed at Alternative Site No. 3 would include a similar above- <br />ground block structure as the proposed Project. In addition, the lift station at Alternative Site No. 3 <br />would feature similar equipment and appurtenances as the proposed Project. This alternative would <br />construct 23 percent less underground sewer conveyance infrastructure than the proposed Project, <br />and it is anticipated that the duration of the Construction Phase 11 would be decreased by six (6) <br />work days (approximately one week) as compared to the Project. The construction schedule for this <br />alternative would otherwise be similar to the Project. <br />This alternative would not require construction activities within the South Bristol Street/West <br />Segerstrom Avenue intersection or beneath the existing paved right-of-way of West Segerstrom <br />Avenue (east of South Bristol Street). Therefore, this alternative would not require the <br />implementation of Construction Configuration C.2. In addition, this alternative would not require <br />implementation of Construction Configurations B.1, B.2, and C.I. However, this alternative would <br />require the installation of new sewer facilities beneath the existing paved right-of-way of South <br />• Bristol Street that are not proposed as part of the proposed Project (i.e., to the north of the existing <br />Segerstrom Lift Station). Specifically, this segment of South Bristol Street contains a 20-inch OCSD <br />trunk sewer, a 36-inch MWD pipeline, a 16-inch water main, and a SCE/MCI Duct Bank. These <br />utilities would require special support during construction of the new 18-inch sewer, as the new <br />sewer line would need to be installed at a depth of approximately 16 feet. Construction along this <br />segment of South Bristol Street likely would require supporting the utilities from the top of the trench. <br />Due to these existing utility constraints beneath South Bristol Street, portions of this roadway would <br />need to be closed to accommodate construction associated with this alternative. Implementation of <br />this alternative would otherwise be similar to the proposed Project during construction conditions. <br />Development of a lift station at Alternative Site No. 3 also would require the City to acquire private <br />property to implement a temporary construction easement, accommodate the proposed lift station, <br />and provide easements for proposed sewer lines, since the proposed lift station would be constructed <br />within the parking lot of an existing medical office and retail center located at 2835 South Bristol <br />Street. <br />3.4.5.2 Summary Comparison of Environmental Effects <br />The environmental effects of constructing the proposed lift station at Alternative Site No. 3 in <br />comparison to the proposed Project site are shown in Final EIR Table 5-1 and described in detail in <br />RDEIR Section 5.4.5. This alternative would avoid the Project's significant and unavoidable impact <br />associated with Construction Configuration C.2; however, this alternative would create a significant <br />and immitigable near-term traffic impact to a portion of the South Bristol Street road segment that <br />would not occur as part of the proposed Project. This alternative's significant and immitigable <br />impact to South Bristol Street would occur for approximately 14 days during construction, <br />is approximately eleven (11) days shorter than the proposed Project's significant and immitigable <br />San Lorenzo Lift Station EIR (Project No. 06-3510) 3-10 <br />CEQA Findings of Fact/Statement of Overriding Considerations
