Chapter 3 Findings Regarding ProjectA/iernativw Attachment •A' <br />• term impacts to transportation/traffic, and rejects this alternative as infeasible because it would not <br />avoid or substantially lessen the significant environmental effects of the Project. (CEQA Guidelines <br />Section 15126.6(b).) <br />This alternative also is rejected as infeasible because it would result in inadequate parking at an <br />existing commercial retail center, and would, therefore, fail to meet the proposed Project's objective <br />of avoiding detrimental effects to existing businesses. Detrimental effects to the business would be <br />further exacerbated by ongoing construction in close proximity to the existing commercial retail <br />center. Further, unlike the proposed Project site where the City has an existing sewer easement, <br />construction at this location would require the City to acquire private property to provide easements <br />for proposed sewer lines. Finally, construction of the lift station at this location would replace <br />currently developed, useable land, in contrast to the proposed Project site, which is vacant and <br />undeveloped. <br />3.4.10 Alternative Site Location No. 8 (Altemative Site No. 8) <br />3.4.10.1 Summary of Alternative Site No. 8 <br />Alternative Site Location Number 8 (Alternative Site No. 8) would involve the construction of a <br />replacement lift station in the parking lot of an existing medical office building located at 2810 South <br />Bristol Street in lieu of the proposed Project site. Alternative Site No. 8 is located approximately <br />0.15-mile north of the proposed Project site. The location of Alternative Site No. 8 is depicted on <br />Final EIR Figure 5-1. Alternative Site No. 8 includes only the eastern portion of the parking lot, as <br />the westernmost portion of the parking lot is part of the adjacent parcel to the north (which is <br />discussed below as part of Alternative Site No. 9). <br />The lift station that would be constructed at Alternative Site No. 8 would include a similar above- <br />ground block structure as the proposed Project. In addition, the lift station at Alternative Site No. 8 <br />would feature similar equipment and appurtenances as the proposed Project. This alternative would <br />require the installation and operation of approximately 27 percent less underground sewer <br />conveyance infrastructure than the proposed Project and it is anticipated that the duration of <br />Construction Phase 11 would be decreased by four (4) work days (approximately 1 week) as <br />compared to the proposed Project. The construction schedule for this alternative would otherwise be <br />similar to the proposed Project. <br />This alternative would not require construction activities within the South Bristol Street/West <br />Segerstrom Avenue intersection or beneath the existing paved right-of-way of West Segerstrom <br />Avenue (east of South Bristol Street). Therefore, this alternative would not require the <br />implementation of Construction Configurations B.1, B.2, C.1, or C.2. However, this alternative <br />would require the installation of new sewer facilities beneath the existing paved right-of-way of <br />South Bristol Street that are not proposed as part of the proposed Project (i.e., to the north of the <br />existing Segerstrom Lift Station). Specifically, this segment of South Bristol Street contains a 20- <br />inch OCSD trunk sewer, a 36-inch MWD pipeline, a 16-inch water main, and a SCE/MCI Duct Bank. <br />These utilities would require special support during construction of the new 18-inch sewer, as the <br />new sewer line would need to be installed at a depth of approximately 16 feet. Construction along <br />this segment of South Bristol Street likely would require supporting the utilities from the top of the <br />trench or the use of trench boxes/shields. Due to these existing utility constraints beneath South <br />Bristol Street, portions of this roadway would need to be closed to accommodate construction <br />associated with this alternative, which has the potential to result in adverse effects to vehicular <br />San Lorenzo Lift Station EIR (Project No. 06-3510) 3-18 <br />CEQA Findings of Fact/Statement of Overriding Considerations
