Chapter 3 Findings Regarding Project ANemathes Attachment "A" <br />is Development of a lift station at Alternative Site No. 18 would require the City to acquire private <br />property to accommodate the proposed lift station. In addition, this alternative would require the <br />City to acquire a temporary construction easement to facilitate construction of the proposed lift <br />station. <br />3.4.20.2 Summary Comparison of Environmental Effects <br />The environmental effects of constructing the proposed lift station at Alternative Site No. 18 in <br />comparison to the proposed Project site are shown in Final EIR Table 5-1 and described in detail in <br />RDEIR Section 5.4.20. This alternative would reduce the Project's significant and unavoidable <br />impact associated with Construction Configuration C.2 by two (2) weeks; however, this alternative <br />would result in a significant unavoidable impact to the capacity of the South Bristol Street roadway <br />for a total of 94 days (or 69 days longer than the proposed Project's significant unavoidable impact). <br />In addition, this alternative would result in significant unavoidable impacts to the intersection of <br />South Bristol Street/Alton Avenue for the five (5) days in which construction activities would occur <br />within the intersection, which represents a more severe impact to transportation/traffic than would <br />occur under the proposed Project. Furthermore, construction of a lift station at Alternative Site No. <br />18 would exacerbate an existing parking deficiency at this existing commercial retail building both <br />during construction and long-term operation, which would result in a total parking deficiency of 69 <br />spaces and 58 spaces under near- and long-term conditions, respectively. Near- and long-term <br />impacts to parking at Alternative Site No. 18 would be a significant and immitigable impact. As such, <br />impacts to transportation/traffic would be greater at Alternative Site No. 18 as compared to the <br />proposed Project site. <br />• Total construction air quality/greenhouse gas emissions would be increased under this alternative due <br />to a longer construction period, although average daily construction emissions would be similar to <br />the proposed Project and would be less than significant. In addition, construction-related impacts to <br />water quality and hydrology would be increased under this alternative due to a larger area of impact, <br />but would remain below a level of significance. Impacts due to nighttime dewatering during <br />construction would be slightly decreased under this alternative and, as with the proposed Project, <br />would be reduced to less than significant levels with incorporation of Mitigation Measure 3.3-2. All <br />other impacts associated with noise would be similar to the proposed Project and would be less than <br />significant. Impacts related to utilities and service systems and water quality and hydrology (long- <br />term) would be similar to the proposed Project and would be less than significant. Impacts <br />associated with operational odors under accident conditions also would be slightly reduced under this <br />alternative; however, with implementation of Mitigation Measure MM 3.1-1, odor impacts would be <br />less than significant for this alternative and the proposed Project. All other long-term impacts to air <br />quality/greenhouse gas emissions would be similar to the proposed Project and would be less than <br />significant. <br />3.4.20.3 Finding and Rationale for Alternative Site No 18 <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make Alternative Site No. 18 infeasible. <br />Alternative Site No. 18 would result in an overall increase in impacts to transportation/traffic as <br />compared to the proposed Project. Although this alternative would reduce the Project's significant <br />and unavoidable impact associated with Construction Configuration C.2 by two (2) weeks, this <br />alternative would result in a significant unavoidable impact to the capacity of the South Bristol Street <br />San Lorenzo Lift Station EIR (Project No. 06-3510) 3-40 <br />CEQA Findings of Fact/Statement of Overriding Considerations
