The open space amenities include both rooftop and <br />plaza areas that give residents many options — and these areas are amenitized with a business <br />center, fitness center, lounges, a pet park, pools, cabanas, fireplaces, barbeques, water features <br />and public art. <br />The project has been revised to address issues raised by the Planning Commission and staff — <br />and these changes have further improved the project. The unit mix has been improved, the <br />average unit size has increased, the number of tandem parking spaces has been reduced, the <br />amount and type of open space has been expanded and the overall number of units has <br />decreased. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />RECOMMENDATION <br />As amended by the applicant's proposed project changes, and the ALUC conditions addressed <br />herein, staff recommends that the City Council: <br />1. Approve and adopt the Mitigated Negative Declaration and Mitigation Monitoring Program, <br />Environmental Review No. 2011 -46. <br />2. Adopt an ordinance approving Zoning Ordinance Amendment No. 2012 -01. <br />3. Adopt an ordinance approving an amendment to Development Agreement No. 2004 -03. <br />4. Adopt a resolution approving Vesting Tentative Tract Map No. 2012 -01 (County Map No. <br />17437) as conditioned. <br />5.
