The <br />project area is surrounded by single family residences to the north and east, a multiple-family <br />apartment complex and vacant lot to the south, and a combination of single family and commercial <br />uses to the west (Exhibits 1 and 2). <br />Project Description <br />The applicant proposes to construct a 1,170 square foot single-story, single family residence with an <br />attached 448 square foot two-car garage at 1302 East Fourteenth Street. The current General Plan <br />land use designation for the vacant site and two adjacent residentially developed lots is General <br />Commercial (GC), and zoned as Arterial Commercial (C5). This land use designation and zoning <br />does not permit single family residences. <br />As highlighted below, the proposed one-story residence has been designed to meet or exceed the <br />single family residential standards, with the exception of the front yard setback. <br /> Proposed Required <br />Front yard 24.4 ft 29 ft <br />Side yard East 5 ft 5 ft <br />Side yard West loft loft <br />Rear yard 21.5 ft 20 ft <br />Lot size 4,813 ft 4,000 ft (if resulted from legal subdivision) <br />Street frontage 62.64 ft 50 ft <br />Lot coverage maximum 34.4% 35% <br />On-site parking 4 space (2 enclosed) 4 space (2 enclosed) <br />The proposed residence includes three bedrooms, two bathrooms, and an attached two-car garage <br />(Exhibits 3 and 4). The architecture of the proposed new residence includes multiple building <br />materials including brick veneer and stucco; as well as accents of wood siding and window trim. The <br />proposed architecture meets the Citywide Design Guidelines and is compatible with the existing <br />architectural styles of the neighborhood and housing along Fourteenth Street. A six foot decorative <br />block perimeter wall is proposed, with an enhanced landscape edge along Grand Avenue (Exhibits 5 <br />and 6). <br />Project Background <br />The vacant lot at 1302 East Fourteenth Street is a remnant parcel from the Santa Ana Freeway <br />realignment and improvements, and identified in the 1-5 Widening Remnant Parcels Reuse Plan <br />(9995) for future residential development. In 2002, the applicant submitted a similar request to <br />amend the General Plan land use and zoning designation and allow a variance to construct a <br />single-family residence at 1302 East Fourteenth Street. Initially, staff recommended approval of <br />the required discretionary actions. The proposal was reviewed by the Planning Commission at its <br />April 8 and May 23, 2002 meetings, at which time the Planning Commission raised issues with the <br />75C-4
