REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 5, 2012 <br />TITLE: <br />REPORT ON GREENHOUSE GAS <br />INVENTORY AND CLIMATE ACTION PLAN <br />PROCESS <br />4zitk <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file report on Greenhouse Gas Inventory and Climate Action Plan Process. <br />DISCUSSION <br />On November 7, 2011, City Council approved an agreement with ICLEI — Local Governments for <br />Sustainability USA to develop a baseline greenhouse gas emissions inventory and a climate action <br />plan. Funding for the project was made available through The California Public Utilities <br />Commission, Local Government Strategic Plan for those cities with an existing Energy Efficiency <br />Partnership with Southern California Edison (SCE). The contract with SCE requires that the work <br />be completed by October 15, 2012. <br />A number of factors are driving the City to develop a GHG Inventory and CAP including: <br />• Assembly Bill 32: Requires Air Resources Board to adopt a statewide GHG emissions limit <br />to reach 1990 levels by 2020. <br />• Senate Bill 97: Directs the Governor's Office of Planning and Research to develop CEQA <br />guidelines for the mitigation of GHG emissions or the effects of GHG emissions. <br />• Senate Bill 375: Requires Air Resources Board to develop regional GHG emissions <br />reduction targets for passenger vehicles. <br />• California Energy Efficiency Strategic Plan: Goals and strategies for saving energy <br />applicable to government, utilities and the private sector. <br />Santa Ana has had an Energy Efficiency Partnership with SCE since 2008. SCE offered funding <br />to partner cities for completion of tasks that support the California Energy Efficiency Strategic <br />Plan. The SCE funding covers the entire Baseline GHG Emissions Inventory and the Energy <br />Chapter of the CAP. <br />19E -1 <br />
