D. Based upon all the testimony, reports and other evidence submitted on this <br />matter, the City Council makes the above-specified findings. The Request for <br />Council Action dated March 19, 2012 regarding this resolution, together with <br />Ordinance No. NS- XXXX and the Request for Council Action which <br />accompanied said Ordinance are incorporated herein by this reference as <br />though fully set forth. <br />Section 2. The City Council hereby establishes a preference of seven percent <br />(7%) for local businesses and a preference of four percent (4%) for Orange County <br />businesses. <br />Section 3. The Purchasing Manager shall implement this preference in the <br />purchase of goods, supplies, labor and equipment. The Agency shall implement this <br />preference in procurement of services. <br />Section 4. This Resolution shall take effect on the effective date of the <br />Ordinance Establishing a Local Purchasing Preference, and the Clerk of the Council <br />shall attest to and certify the vote adopting this Resolution. <br />ADOPTED this day of <br />2112 <br />Miguel A.
