Contract Award for <br />Residential Street Repair - Phase 16 <br />& Santiago Park Roadway Improvements <br />March 5, 2012 <br />Page 2 <br />The Notice Inviting Bids was advertised on January 18 and 19, 2012, with outreach efforts made to <br />12 Santa Ana contractors. Bids were opened on February 14, 2012. A total of six bids were received and all were <br />responsive. The lowest bid was submitted by R.J. Noble Company in the amount of $2,394,149.70. <br />Therefore, staff recommends awarding the contract to R.J. Noble Company. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended action is exempt <br />from further review. Categorical Exemption Environmental Reviews Nos. 2012-01 and 2012-11 will <br />be filed for this project. In addition, a Certification of Categorical Exemption and a Statutory <br />Worksheet have been prepared in accordance with the National Environment Policy Act. <br />FISCAL IMPACT <br />The funding analysis shows a total estimated construction cost of $2,992,500 for the project <br />(Exhibit 2). Funds are available in the Community Development Block Grant Fund (accounting unit <br />13518783-66220), Public Works Account for Residential Street Repair Fund (accounting unit <br />05817661-66220), District 2 A&D/In-Lieu Fund (accounting unit 31213261-66220), Deferred <br />Maintenance Fund (01113260-66220), Water Production and Supply Fund (accounting unit <br />06017640-66220) and Capital Outlay/Park Improvements Fund (accounting unit 05113263-66220). <br />23C-2
