Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached amendment to the <br />agreement with ICLEI extending the agreement through 2013, for preparation of a focused <br />Environmental Impact Report for the Climate Action Plan, in an amount not to exceed $135,948 <br />subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On November 8, 2011, the City approved a contract with ICLEI for the Baseline Greenhouse <br />Gas Emissions Inventory and a Climate Action Plan (CAP). The CAP will provide a comprehensive <br />plan for reducing the City's greenhouse gas (GHG) emissions from the City's municipal operations <br />and from the community. The current agreement extends through October 15, 2012. <br />The CAP will serve as a guiding document to identify ways in which the community and City can <br />reduce GHG emissions. While the scope of these strategies will be analyzed and determined in <br />partnership with the City, ICLEI, residents, and stakeholders, the implementation of those <br />strategies will require integration with the City's General Plan. Amending the City's General Plan <br />to incorporate components of the CAP requires the preparation of an environmental document <br />under the California Environmental Quality Act (CEQA). <br />The preparation of a focused environmental impact report for the CAP will satisfy the requirements <br />of CEQA regarding amendments to the City's General Plan, but will also serve as a programmatic <br />tiering document by which applicable developments with the City will be reviewed. If a proposed <br />development is consistent with the emission reduction and adaption measures included in the <br />CAP, the project would be considered to have a less-than-significant impact on climate change <br />and emissions.
