AECOM <br />CEQA-Mandated Sections <br />City of Santa Ana Climate Action Plan EIR <br />to comments and make necessary changes to the Draft EIR to <br />create the Administrative final EIR, which will include: <br />This section will summarize the cumulative impacts identified <br />in each environmental resource issue chapter. This section <br />will also discuss potential growth-inducing impacts of the <br />proposed project and summarize any significant and <br />unavoidable environmental effects. <br />AECOM will provide the administrative draft EIR to the City <br />for review and comment. <br />Task 3 Deliverables: <br />Administrative Draft EIR in MS Word and PDF format - <br />electronic submittal <br />AECOM will incorporate one round of consolidated City <br />comments on the Administrative Draft EIR and submit the <br />Public Draft EIR and Notice of Availability to the City for <br />distribution for a 45-day public comment period. AECOM will <br />file 15 copies of the Executive Summary and 15 CDs of the <br />entire document (as preferred by the State Clearinghouse) <br />and an NOC with the State Clearinghouse. AECOM assumes <br />the City will distribute the EIR to interested stakeholders, <br />and/or publish the Notice of Availability in a newspaper of <br />general circulation in the city. <br />AECOM will participate in one public meeting during public <br />review of the EIR to assist in the presentation, provide <br />clarification of the analysis of the EIR, and receive public <br />comments on the EIR. <br />Task 4 Deliverables: <br />25 CD copies of the Draft EIR in PDF format to the City <br />5 hard copies of the Draft EIR for the City to distribute <br />15 executive summaries (hard copies) and 15 CDs of the <br />entire document for delivery to the State Clearinghouse <br />by AECOM <br />Notice of Availability in MS Word and PDF format for the <br />City - electronic submittal <br />NOC for delivery to the State Clearinghouse by AECOM <br />Task 4 Meetings: <br />One public meeting/hearing attended by AECOM's <br />Project Manager <br /> <br />AECOM will review the comments received during the public <br />review period on the Draft EIR. We will compile the responses <br />an introductory chapter; <br />enumerated comment letters and public hearing <br />comments on the Draft EIR; <br />responses to all comments on the Draft EIR; and <br />a listing of revisions to the Draft EIR (if any). <br />Based on initial evaluation of the project and potential <br />community concerns, the level of comment received during <br />public review of the Draft EIR could be substantial. AECOM <br />has provided a reasonable estimate of the level of effort <br />required to prepare responses to comments based on our <br />experience with other similar projects. For purposes of this <br />scope of work, we have assumed that responding to <br />comments on the Draft EIR would require approximately 80 <br />person-hours. If additional effort is required, we will discuss <br />with the City a means to amend the scope of services to <br />respond to additional comments. <br />AECOM will respond to comments related to the potential <br />physical impacts of the proposed project as they relate to the <br />analysis of the EIR within the estimated level of effort. We <br />have assumed that responses will involve explanation and <br />clarification of the contents of the Draft EIR. We have not <br />assumed that new technical analysis will be conducted as <br />part of the response to comments. It is assumed that any <br />comments related to the merits and/or economic feasibility <br />of the CAP would be addressed by the City or project team. <br />AECOM will prepare a draft mitigation monitoring and <br />reporting program (MMRP). MMRPs are developed to ensure <br />that the mitigation measures and any project revisions to <br />minimize environmental impacts are implemented. It is <br />critical that specific, measurable performance standards are <br />established. The monitoring plan will incorporate features to <br />monitor the success of mitigation, determine responsible <br />parties for monitoring proposed mitigation, describe the role <br />of the project proponent, identify guidelines and <br />specifications for conducting monitoring and reporting <br />results, and specify enforcement procedure for <br />noncompliance. <br />Task 5 Deliverables: <br />Administrative Final EIR in MS Word and PDF format - <br />electronic submittal <br />Draft MMRP in MS Word and PDF format - electronic <br />submittal <br />25C-10
